Mewtwo would be the best, due to absolutely beastly stats, an amazing movepool and a great degree of versatility. In fact, he'd be more broken than MK.

Worst would probably be Squirtle. At least Jigglypuff has 115 Base HP. Squirtle's highest base stat is 65 in Defense. Pretty close, though.
