Does Nesse's f-air have more priority than MK's f-air?
well, air moves usually dont have priority per se.
implied aerial "priority" (in terms of what will connect/clank) is determined mostly by how "disjointed" an attack is.

that is to say, how far an attack's reaches compared to how far your character's hurtbox reaches.
the longer the reach the more implied priority there is.

strictly speaking, most disjointed aerials usually dont clank.

ness fair has the interesting property of never clanking ever. which means that no matter what, as long as you're not hit, you'll win.

and I think ness fair is a touch longer than MK's sword, so yes, it has more "priority" than MK.

strange that that seems to be the current opinion, because near the beggining of this thread, people were calling for the physics not to be changed at all, and instead tweak characters, or rather, tweak the weaknesses out of the characters.
