Ignore anything about a tech and focus on what your body needs to be doing instead. By pressing L, R or even Z and holding it during a back A and carrying this hold through the burner hit you'll slip through. Be sure to not tilt the control stick in any direction just before, during, or even after the burner hit, because you'll disrupt Jigglypuff's trajectory.
