You can't ban spamming and camping because you can't define spamming and camping. One person could see two thunder jolts in a row and go, "NO WAY SPAMMER" and yet another person could see 5 well played thunder jolts in a row and recognize it as a situational strategy. For this reason, even if you say no spamming or camping, people are going to disagree (always in their favor) about what is and isn't spamming and camping. It's best to just leave it alone, and if you hate spammers, then beat them up.
